摘 要:纪检监察机构改革是中国当前反腐败体制机制创新的重要任务,是提高反腐败成效的关键所在。县级纪检监察机构在纪检监察组织体系中占据重要的基础地位,对上对下发挥着不可替代的堡垒作用。然而,县级纪检监察机构在运行中却存在诸多困境,特别是县级层面派驻机构和乡镇纪委的工作受到很多因素制约。文章运用实地访谈和问卷调查方法,以T县为例,对县级纪检监察机构的现状与困境进行了系统分析,提炼并深入探讨了有关理论问题,在此基础上,提出了县级纪检监察机构改革的"T县模式"设想,为未来改革提供价值的政策参考。The reform of discipline inspection agencies is one of the most important innovations on anti - corrup- tion systems and institutions in China, which is also regarded as a key issue for improving the efficiency of anti - corruption. The discipline inspection agencies at the county level are the basic components and play an irre- placeable role in bridging the top and gross roots of its system. However, there are numerous difficulties and challenges discipline inspection agencies at the county level are facing. In particular, the work of dispatched discipline inspections at the county level and discipline inspection agencies in townships are restrained by many factors. Taking T County as an example, this paper adopts field interviews and questionnaires to analyze the present situation and dilemma of discipline inspection agencies at the county level systematically and explore the theoretical issue around that deeply. Based on the above analysis, the paper raises the innovation model (T County Model) for reforming discipline inspection agencies, which may serve as a potential policy reference for reforms in the future.
