主权财富基金评估体系下中投公司透明度改进研究

摘　　要：随着主权财富基金的不断发展,各界对其透明度的关注度不断上升。中投公司作为新兴市场国家政府背景主权财富基金的重要代表,其透明度选择尤为引人注目。本文选择了常用的三种主权财富基金评估体系,通过与新加坡、韩国主权财富基金对比分析、补充分值及增设打分档位等方法,对中投公司近年来的透明度进行持续评估,力图客观分析中投公司透明度的动态改进,并提出有针对性的改进建议。With Sovereign Wealth Fund （SWF） continuously developing, the issue of its transparency begins to attract rising attention of all circles. China Investment Corporation （CIC）, as a significant representative of government- based SWF of emerging market countries, is more highlighted in terms of its transparency setting. This paper chooses the commonly- used three SWF evaluation systems, by adopting the methods of comparative analysis with SWF of Singapore and Korea, supplementary score and add- grade gear, to conduct the consecutive evaluation of the transparency of CIC in recent years. The dynamic improvement of CIC＇ s transparency is reviewed and reasonable suggestions for transparency improvement are proposed.
