旅游经济与宏观经济内在联动机制具有周期性吗?

摘　　要：本文基于中国国内和国际旅游收人增长率以及GDP增长率年度数据,构建包括"旅游经济"与"宏观经济"的两因素"旅游与经济"系统,运用非线性MS(M)-VAR(p)模型,刻画"旅游与经济"系统处于"低速增长区制"和"快速增长区制"的多阶段性动态变迁过程,判断在不同区制中,旅游经济与宏观经济内在联动机制是否具有周期性特征。结论表明:(1)当"旅游与经济"系统处于"低速增长区制"时,具有较小的不确定性、较强的稳定性,旅游经济增长率与GDP增长率之间呈现负向相关关系;当"旅游与经济"系统处于"快速增长区制"时,具有较大的不确定性、较弱的稳定性,旅游经济增长率与GDP增长率之间呈现正向相关关系。(2)由国际旅游收入增长率与GDP增长率构成的两因素"旅游与经济"系统,在1980—1982年、1995—2002年、2012—2014年处于"低速增长区制",在1983—1994年、2003—2011年处于"快速增长区制",处于"低速增长区制"时的持续性较小,处于"快速增长区制"时的持续性较大。(3)由国内旅游收入增长率与GDP增长率构成的两因素"旅游与经济"系统,在1996—2002年、2009年、2012—2014年处于"低速增长区制",在1995年、2003—2008年、2010—2011年处于"快速增长区制",处于"低速增长区制"时的持续性较大,处于"快速增长区制"时的持续性较小。Based on China domestic and international tourism revenue growth and GDP growth data, building ＂tourism and economy＂ system which covers ＂tourism economy＂ andmacroeconomic two factors,this paper uses nonlinear MS（ M）-VAR （p） model to capture and describe multi-stage complex dynamic change process when ＂tourism and economy＂ system is in ＂low growth phase＂ and ＂fast growth phase＂, screen and judge whether the linkage mechanism of tourism economy and macroeconomic has cyclical characteristics in two different growth phase. Ultimately, we gain important understanding and assessment of the following areas ： （ 1 ） When the ＂tourism and economy＂ system is in ＂low growth phase＂, it also highlights the ＂inert＂ feature, this ＂inert＂ feature character-ized that a low level growth rate of ＂tourism and economy＂ system has a smaller Iluctuauon anct uncertainty, stron- ger continuity and stability; when the ＂tourism and economy＂ system is in＇fast growth phase＂, it does not exist ＂inert＂ feature. On the contrary, higher levels growth rate of ＂tourism and economy＂ system is accompanied by greater volatility and uncertainty, weaker continuity and stability. Therefore, the relevant decision-making depart- ments should pay full attention to strong continuity of ＂low growth＂ and weak continuity of ＂fast growth＂ inherent in ＂tourism and economy＂ system, and as a scientific basis to support the tourism industry.
