摘　　要：公共住房作为城市社会保障体系的重要内容之一,对完善城市低收入群体的住房保障,实现社会公平具重要意义。文章回顾了国内、外公房的供给政策与管理制度,以及相关政策的特点及其存在问题;基于扬州老城公房的实地调研和问卷调查,对公房住户的经济、社会、居住条件特征,以及公房改造提升的意愿等进行了综合分析;并结合我国公房面临的普遍问题,探讨扬州市公房改造提升的可行途径和策略。Public housing is an important part of the urban social welfare system, and it is of great significance to urban housing security and social justice. In this paper, we review relevant policies and institutions relating to public housing provision and construction, from home and abroad. Based on a large-scale household survey conducted in the old town area of Yangzhou City, we analyze public housing tenants＇ economic, social and demographic characteristics, housing condition status, and their inclinations concerning housing upgrading. Referring to the results of survey data analysis, we summarize the common problems faced by public housing in China, and propose relevant strategies for public housing upgrading in Yangzhou.
