摘　　要：基于广东省产学研合作的调查数据,分析产学研合作中政府作用现状,以及各方的价值判断、基本诉求以及合作过程的不同特点,据此将产学研合作过程划分为谋求合作期、合作初期及合作中后期3个阶段,指出在这3个阶段,政府应当在不同程度的介入水平上发挥不同作用,并提出了各阶段分别强化政府的导向促成、协调服务和监管维系作用的对策建议。Based on the survey data of Industry - University - Institute cooperation in Guangdong province, this paper ana- lyses the present situation of the government＇ s role in Industry - University - Institute cooperation, the basic demands, value judgment of the parties, and different features of the cooperation process. On this basis, the Industry - University - Institute cooperation process is divided into three stages： the stage of seek cooperation, the preliminary stage of coopera- tion, the middle and later stage of cooperation. The paper points out that the government should play a different role in dif- ferent levels of involvement level in three stages, and puts forward the countermeasures and suggestions to strengthen the government＇ s role of guiding and promoting, coordinating and serving, supervising and maintaining respectively in every stage.
