摘 要:随着我国城镇化水平不断提高,城市建筑节能需求日趋迫切,浅层地温能等可再生能源建筑使用范围不断扩大,但是盲目开采也带来诸多问题。总结城市建筑浅层地温能开发存在的问题,重点剖析政府规制管理不完善、不充分等问题,分析浅层地温能开发利用过程中政府规制的必要性,构建浅层地温能规制管理的原则与目标,设定规制边界与规制重点内容,细化城市浅层地温能规制具体流程,促进地热资源的可持续利用,推进城市浅层地温能资源开发利用。With the improvement of urbanization level, the demand for urban building energy efficiency has increased greatly. Shallow geothermal energy and other renewable energy construction are widely used, which also brings many prob- lems. This paper summarizes the problems of shallow geothermal energy development, focuses on government regulation, fully analyzes the necessity of government regulation for shallow geothermal energy, builds management principles and ob- jectives of shallow geothermal energy regulatory, sets boundaries and regulatory focus, refines specific processes of urban shallow geothermal energy regulation, promotes the sustainable use of geothermal resources, and promotes the development and utilization of urban shallow geothermal energy resource.
