大学组织领导决策制度的实证考察与问题探析

摘　　要：大学组织领导决策制度是大学治理体系的核心制度。从大学党委常委会和校长办公会的议事规则和会议制度来考察大学领导决策制度,可以对大学行政组织与决策系统两层级、三要素的运作机制、相互关系及管理效能进行解析,以此对大学党、政班子领导的决策职能、学校职能部门的功能定位以及大学二级学院(系、部)管理的问题进行进一步思考,同时提出了有待继续探索的重要视点,即大学党、政决策及与二级学院管理的对接问题、议事规则的有效补充制度、大学决策系统中"中层管理干部"的突显现象以及大学管理重心下移的基础与条件问题。The leadership decision-making system of university organization is the core system of university governance system. This paper studies the decision-making mechanism of the university based on the analysis of the rules of procedure and the meeting system of Party Standing Committee of the university and President ＇s Office Meeting. This will help us understand the mechanism of the two tiers and the three elements as well as the relationship and management efficiency. Based on that, a discussion on the topics of the decision-making functions of the Party and administration, the role of functional departments of the university and the management of schools was made. The research put forward some important viewpoint to explore, namely university leadership in decision-making, rules procedure of effective supplement and secondary school management relations and docking problem, the decision-making system in ＂middle management cadre＂ phenomenon of salience and university management center of gravity of the foundation and condition problem.
