广州城市社区养老社会化问题探究

摘　　要：社区养老不仅有利于社会资源的有效利用,而且在多方主体的参与过程中,有助于社区养老能力的提高,缓解城市养老所面临的巨大压力。随着广州市老年人口规模的快速增长和城市家庭养老功能的弱化,社区养老模式的重要性日益凸现。广州市在十年社区养老体系的发展实践中,已形成政府主导、社会参与、全民关怀的社区养老服务体系,但仍存在社区养老筹资渠道狭窄、设施不够健全、覆盖范围有限、公众参与程度不高等问题,均亟待社区养老模式的完善过程中加以解决。The community pension is good for the use of social resources. In the process of multi parties participation, the ability of community pension is rising and ease the pressure of city pension. problem of population aging in Guangzhou is becoming increasingly serious. Because of the weakening of family pension,community pension raise more cities concern. Guangzhou has ten years＇ experience in developing community pension and achieved remarkable results. The paper reveals the problems in Community pension practice still,such as the narrowing channel of funding,imperfection of facilities,restricted coverage area,lack of public participation. At last,the paper proposes some reforming advices to improve Guangzhou community pension system.
