摘　　要：本文采用文本分析法,运用ROST Content Mining 6.0文本挖掘软件,以(1978-2015)年的国务院政府工作报告为文本,采用"经济建设、政治建设、文化建设、社会建设、生态文明建设"中国政府"五位一体"的职能分析框架,通过对政府工作报告中的关键词、高频词、关键段落字数开展计量,回溯性地测量了改革开放以来中国政府职能转变的特点并预测了中国政府职能未来转变的趋势。本研究为进一步推进中国政府职能问题研究提供了量化研究的新思路。This paper retrospectively measures the characteristics of the functional transformation of Chinese government since its reform and opening up and predicts the trend of future functional changes by using the text analysis method and the ROST Content Mining 6.0 software, based on the Report on the Work of the -2015 ） and the Five- in- One functional framework featured by ＂economic construction, Government （ 1978 political construction, cultural construction, social construction, ecological civilization construction＂ and through the statistical counting of key words, high frequency words, and number of words in key paragraphs. This study provides a new idea for the quantitative study to further promote the study on issues regarding Chinese governmental function.
