摘 要:有效的水资源管理与调度是促进流域可持续发展的重要保障。流域水资源统一调度和管理是一项涵盖规划、建设和实时调度管理的系统工程,本文通过长江流域水库调度管理实践,阐述了流域水资源统一调度和管理的关键环节和主要技术,包括流域水资源管理规划、水资源管理的战略格局、流域水资源调度管理实践等。同时探讨了工程措施应用对流域产生的影响以及社会经济发展需求对流域水资源管理带来的新挑战。Effective water resource management and regulation is an important guarantee for promoting the sustainable development of river basin. The integrated operation and management of water resources in a basin consists of processes of planning, construction and real-time operation, which is a complex systematic procedure. The water resources management practices in Changjiang River shows that operation of single reservoir and cascade reservoirs is a crucial and typical non-engineering measure for IWRM. In this paper, the key process of basin water management and main technical support was proposed, in- cluding river basin and water resource planning, the strategy and practices of water resources manage- ment in Changjiang River. Changes and challenges of water resources management in the Changjiang River were also discussed. It is found that the current focus of water resources management in Changjiang River is how to satisfy the increasing requirements from social economic development, and how to ease the adverse effects of large water construction.
