摘　　要：党的十八届四中全会提出"法治中国"的总目标,实现权力的法治化是关键。法治化的内涵包含了两个基本向度,即公权力受到制衡与私权利受到保护。基于此,权力法治化则逻辑地涵涉了以下4个基本指向,即以公民权利制约公共权力、以法律践行监督公共权力、以公共权力维护公民权利、以公共权力保障法律践行。以此为基础,实践权力法治化则需要建构"结构合理,配置科学;程序严密,制约有效;惩防依法,监督有力"的中国特色社会主义权力制约监督体系。The fourth plenary session of the 18th Central Committee of CPC proposed the goals of ＂ Rule of law in China＂. To a- chieve this goal, the key is to promote the legalization of power. The concept of legalization has two basic dimensions, the check and balance of public power and the protection of the private rights. Based on this principle, the legalization of power has four basic points, let the citizen rights to restrict the public power, let the implement of law to supervision the public power, let the public power to safeguard the citizen rights, and let the public power to ensure the implementation of law. On this basis, we can construct the Chinese Socialist check and balance on public power, its implication contains ＂Reasonable Structure, Scientific Configuration, Rigorous Procedures, Effective Restriction, Punishment and prevention according to the law, and Strong Supervision＂.
