摘　　要：采用层次分析法计算模型指标权重,构建基层党政干部胜任力模型,并逐步建立科学合理的评价标准。胜任力模型的建立可为卫生领域基层党政管理者的选拔、考核、培训等提供参考。The analytic hierarchy process method was used to calculate the weight of the model index to build competency model for grassroots party and government cadres, and to gradually establish a scientific and reasonable evaluation criteria. The establishment of the competency model provided reference for the selection, evaluation and training of local government managers in health domain.
