城市社区养老的社会化问题研究——基于广州市的微观调查

摘　　要：随着城市家庭养老功能的逐渐弱化,社会保障养老模式的功能缺失,社区养老模式的重要性日益凸现。本文立足于广州市社区养老的实践,通过对天河区居民社区养老的问卷调查,针对实践中出现的社区养老筹资渠道狭窄、设施不够健全、覆盖范围有限、缺乏公众参与等问题,提出相应的机制改进建议。如,拓宽资金来源渠道、完善社区养老设施、加大力度宣传、鼓励公众参与、明确政府职责等措施,从而助推城市社区养老模式的进一步完善。The problem of population aging in China is becoming increasingly serious.Because of the weakening of family pension and social pension, community pension raise more cities concern.Based on the questionnaire survey in Guangzhou Tianhe district, the paper reveals the problems in Community pension practice, such as the narrowing channel of funding, imperfection of facilities, restricted coverage area, lack of public participation.Consequently, the paper proposes some reforming advices care ; for mechanism, which are broadening the funding channels; improving the facilities for aged enhancing responsibilities to the promotion; encouraging public participation; defining government＇ s explicit help further socialization of urban community aged care.
