摘　　要：中央国家安全委员会是中共中央关于国家安全工作的决策和议事协调机构,由于其不是国家机构,在保障国家安全方面面临着一些困境,因此,需要成立国家安全委员会。而成立国家安全委会必须要动用宪法。通过全国人民代表大会作出决议、解释宪法、修改宪法的途径可以解决国家安全委员会"入宪"的问题。"入宪"时应当规定国家安全委员会的性质、职权职责、产生和责任制。The central national security council, attached to the central committee of the communist party of China, is the decision and deliberation and coordination agency on national security. As it is not a national institution, it faces some difficulties in the protection of national security. Therefore, our country needs to set up the national security council. However, setting up a national security committee needs the support of the constitution. By means of the National People＇s Congress making decision, interpreting the constitution and amending the constitution, the problem of the national secu- rity council ＂into the constitution＂ can be solved. During the process of ＂Into the constitution＂, it shall stipulate the nature, authority and responsibility, produce and Responsibility system of the national security council.
