摘　　要：公民城乡规划参与权是公民宪法基本权利中参与权在城乡规划行为中的具体衍生,包括知情、表达、协商、监督和获得救济等内容。确立公民城乡规划参与权并保障其实现,可以促进城乡规划获得正当性、提高城乡规划质量、制约公权力滥用和促进民主政治健康发展。当前,我国公民城乡规划参与权保障制度还存在一些问题,需要进一步完善法律体系、明确参与主体、增强公民参与意识、提高公民参与能力、拓展公民参与途径和疏通救济渠道,以确保公民城乡规划参与权得以真正实现。The public participation right of urban and rural planning is the concrete display of public fight, which is one of the basic constitutional rights in urban and rural planning decision. Its contents include knowing, expressing, negotiating, supervising, obtaining relief, and so on. Identifying and realizing such a fight can help to justify urban and rural planning, enhance the quality of planning, restrict the abuse of government power, promote the healthy development of democratic politics, and so on. At present, there are problems in realizing the public participation right of urban and rural planning, which requires us to modify the legal system, make clear the participation subject, enhance the participation competence, enlarge the participation methods, and smooth the relief channel, so as to ensure the realization of participation fight.
