我国公共图书馆规定性角色研究

摘　　要：公共图书馆的规定性角色是法律法规或相关政策文件对其有明确规范的角色职能。对我国公共图书馆规定性角色的研究,有助于衡量目前我国公共图书馆发展水平、评判整体的服务绩效。文章采用文本分析的方法,针对我国与公共图书馆相关的基本法、普通法、法规条例和国家政策文件展开研究,从传统和崭新的规定性角色,以及地方性图书馆法规中的其他社会角色等三个方面做出讨论。研究认为:(1)我国有关公共图书馆的政策法规使用的是自己特有的话语体系,且不同于国际上惯用的表述方式;(2)国内公共图书馆的规定性角色更多强调保存文献和保障公民文化权利方面的角色,其他角色的内涵比较单薄。表5。参考文献15。Regulated roles of public libraries are their specific responsibilities prescribed by laws and regula- tions. Investigations on regulated roles could be helpful to evaluate the development level and service perform- ance of public libraries in China. Text analysis is used as a research method to conduct research on laws and regulations that are related to Chinese public libraries from the perspectives of traditional roles, new roles and local regulations roles. The conclusions are that ： （ 1 ） there is its own unique discourse system in the policy documents, laws and regulations about public libraries issued by Chinese government and legislature, which is different from the commonly-used expression in the world; （2） the regulated roles of public libraries in China put more emphasis on preserving documents and protecting the civil culture rights than others. 5 tabs. 15 refs.
