摘　　要：体育行政部门应合理规划建设体育场馆,改革体育场馆的事业单位属性,采用新型企业化管理方式;体育场馆运营方应坚持"公益为主、兼顾经营"的目标定位,确保国有资产的保值和场馆正常运转;群众希望加大公共体育设施供给、提高场馆服务质量及保障群众利益。并在分析主要利益相关者之间存在的分歧及原因的基础上,提出了相关改革建议。The paper proposes to plan the construction of the sports stadiums by the sports administration departments, change the entity nature of the sports stadiums, use the company management methods, guarantee the value and proper operation of national assets with the goal of priority of public welfare and multiple operations,increase the public sports facility supply and improve the service quality of the sports stadiums. The paper analyses the causes and differences between main stakeholders and proposes countermeasures.
