洪水风险管理的有效性评价研究——以广东省为例

摘　　要：洪水风险管理有效性是研究洪水风险管理主体的管理行为在实现防洪减灾目标过程中的作用,从抗灾能力的建设、预防与减灾体系的构建、损失分担机制的完善、巨灾应急管理方法的完善和社会认同感的增强5个方面构建了洪水风险管理有效性评价指标体系,用层次分析法对广东省洪水风险管理有效性进行分析,并提出了提高广东省洪水风险管理有效性的对策与建议。The effectiveness of flood risk management is to study the flood risk management main body behaviors＆#39;action which plays a very important role in the process of achieving the flood control and disaster mitigation .The evaluation index system of flood risk management effectiveness is constructed from five aspects：the construction of vulnerability ,the construction of prevention and disas‐ter mitigation system ,the improvement of loss-sharing mechanism ,the improvement of disaster emergency management methods and the enhancement of social identity .The flood risk management effectiveness of Guangdong Province is analyzed by using the analytic hierarchy process（AHP） .And it puts forward some measures and proposals to improve the effectiveness of flood risk management in Guangdong Province .
