基于二元金融结构的农村金融发展模式研究

摘　　要：当前,我国农村金融改革成效显著。数据显示,从2009到2014年底,全部金融机构本外币农村贷款余额5年间平均年增速为24.4%。但深层次问题仍然存在,农村金融还不能很好地满足农村在产业化、科技化过程中日益增长的资金需求。完善我国现行农村金融供给机制,需要市场机制与政府调控的双重作用,其推动力包括建立完善的法律制度,构建有效的市场平台,实施渐进的政策目标。合作制金融机构应继续深化改革,加快业务转型,提高盈利能力,增强内部积累。同时,建设股份制、合作制、多种农村新型金融机构共同发展的金融体系也十分必要。未来如何深化改革,让农村金融在服务"三农"中发挥核心作用,如何引导现有农村金融机构更好地落实支农惠农政策,满足农民资金需求,进而促进农村经济发展,仍需要我们在实践中逐步摸索和探求。The reform of rural financial reform in China has been remarkable. Figures show that from 2009 to 2014, the end of the total financial institutions of the foreign currency rural loans in the average annual growth rate 24.4% between 5 years. However, there are still deep-seated problems in the countryside, and agricultural finance can＇t meet the growing demand of the countryside in the process of industrialization and science and technology. Through the research, we find that improving the current rural financial supply mechanism, we need the dual role of market mechanism and government regulation. Its driving force includes establishing the perfect legal system, constructing the effective market platform and implementing the gradual policy target. Cooperative financial institutions should continue to deepen the reform, speed up the transformation of business, improve profitability and enhance internal accumulation. At the same time, construction joint-stock, collaboration is made, a variety of new rural financial institutions to the common development of the financial system. In the future, it is very important that how to deepen the reform, let rural finance play a central role in serving ＂agriculture, countryside and farmers＂, how to guide the existing rural financial institutions to better implement policies supporting agriculture and benefiting farmers and meet the financial needs of farmers, and promote the rural economic development, and it we should gradually fumble and explore in practice.
