摘　　要：美国金融危机以及随后的欧洲主权债务危机的爆发凸显了加强公共债务管理的必要,完善现行公共债务管理规则成为全球经济治理当务之急。在国际层面,由国际货币基金组织和世界银行共同制定的《公共债务管理指南》为各国进行公共债务管理提供了参考,但是此次危机也显示出其仍存在诸多需要改进的地方。为此,本文认为应从以下三个方面推动公共债务管理规则改革:第一,加强对于公共债务的技术性管理,缓解各国公共债务压力;第二,完善和修订公共债务管理原则,促进公共债务的可持续发展;第三,加强公共债务管理与其他宏观经济政策的协调,避免公共债务管理政策与其他政策的目标冲突与政策相互溢出。The outbreak of the U.S. financial crisis and subsequent European sovereign debt crisis has highlighted the need to strengthen the quality of public debt management, and improving the existing management rules of public debt management has become imperative for global economic governance. At the international level, the International Monetary Fund and the World Bank have developed ＂Guidelines for Public Debt Management＂ for the countries to provide a reference for public debt management, but the financial crisis has also revealed its limitations in many areas. To this end, this paper considers three measures to promote the reform of public debt management： First, strengthening the technical management of public debt to ease pressure of heavy public debt countries; Second, improving and revising the principles of public debt management to promote the sustainability of public debt; Third, strengthening the coordination of public debt management and other macroeconomic policies to avoid the policies conflict with each other.
