摘　　要：对国际非政府组织提供的援助进行管理,是对国际非政府组织法律规制的一个重要组成部分,可充分发挥外援对社会发展起到的杠杆作用,亦可积极有效地实现对外援的引导和统筹。本文在对比分析越南对国际非政府组织援助法律规制体系的基础上,结合印度、俄罗斯的相关制度,试提出中国对外援管理的法律框架,以弥补立法上的空白,完善我国的相关法律制度。Managing assistance provided by the international non-governmental organizations （INGOs） is an important part of INGOs＇ legal regulation, which can either give full play to the leverage of foreign aid to social development, or can realize the guidance and plans of foreign aid as a whole effectively and positively. Based on the comparative analysis of the legal regulation system about INGOs＇ aid for Vietnam, India and Russia, this paper tries to put forward the legal framework of foreign aid management in China, so as to fill a blank in Chinese legislation, also can improve the relevant legal system in China.
