日本护理保险制度对我国社会保障发展的启示

摘　　要：日本的护理保险制度,一定程度上满足了老年人的护理需求,缓解家庭护理人员的照顾负担,节约社会资源。我国目前已进入老龄化社会,本文针对我国人口老龄化严重、小型核心家庭增加、老龄人口健康状况堪忧等现状,提出我们应该在借鉴日本护理保险制度的基础上,结合我国实际情况,从政府积极推进我国护理保险制度的建设、规范引导商业护理保险的补充作用、通过护理保险制度的建立完善居家养老体系、保证护理服务的质量四个角度加强我国的护理保险制度建设,为老年人提供一个舒适、安心的养老环境。Japan＇s nursing care insurance system, to some extent to meet the care needs of the elderly, care to ease the burden on family caregivers, save social resources. China currently has entered the aging society, this paper seriously China＇s aging population, a small increase in the nuclear family, the health of the aging population and other worrying situation, proposed that we should learn from the Japanese care insurance system based on the combination of China＇s actual situation, the Government is actively promote the building of nursing care insurance system, to regulate complementary role to guide nursing care insurance business, improve home care system through the establishment of the nursing care insurance system to ensure the quality of the four angles of intensive nursing care insurance system of our country, for the elderly to provide a comfortable and secure pension conditions.
