摘　　要：对"基层社会组织"与"社会基层组织"这一常被混用或误用的概念进行详尽的探讨和辨析,将有利于学术对话的广泛开展和政策法规的统一表述。之后依据有关论文发表数量、民政部统计数据和调研数据分析发现,2006年是中国基层社会组织和社会组织发展的一个重要拐点;之前呈现微弱上升的趋势,之后则呈现快速发展的态势,这很大程度上是受政策导向的影响。但要想实现基层社会组织有效而持久的发展,政府除了需要创设组织发展的有利环境和提供必要帮扶,更要给处于初创期和发展期的基层社会组织一定的试错空间,以至最终达到"助人自助"之目的。This paper discusses and distinguishes in detail the concepts of ＂ grass-root social organizations＂ and ＂ grass-root organizations of the society＂ which are often mixed up or misused to help extend academic dialogue and unify the formulation of policy regulations. According to the amount of paper publish- ing, statistics of the Ministry of Civil Affairs and research data analysis, the year of 2006 is the turning point for grass-root social organizations and social organiza- tion development in China. Before 2006, the upward trend was slight~ while after that, the trend of rapid development was presented, which is largely influenced by policy orientation. However, to realize the effective and lasting development of the grass-root social organizations, in addition to creating favorable environ- ment for organizations development and providing necessary assistance, govern- ments should also create space of trial and error for social organizations in their beginning stage and developing stage to ple to help themselves. achieve the ultimate goal of helping peo-
