摘　　要：关于构建新型农业经营体系当前学界存在着多种声音和看法,实践中也存在着多种理解和做法。构建集约化、专业化、组织化、社会化的新型农业经营体系应当以家庭经营为基础,集体层面统一经营为主导,集体经济、合作经济为主体,集体企业、股份合作制企业等为龙头,私营工商企业等为辅助和补充。在基层党组织领导下,组建新型集体经济组织,国家补贴和扶持政策由倾向于扶持少数人受益的家庭农场、专业大户为主,转变为扶持惠及多数人、增强农村内生发展动力与活力的集体经济、合作经济为主,是构建新型农业经营体系的当务之急。About building a new type of agricultural management system, there are many voices and views of the current academic circles, in practice there are many kinds of understanding and practice. Building the new agricultural management system of intensive, professional, organized and socialization should take the family business as basement, unified management at the collective level as the leading, coUective economy and cooperative economy as the main body, collective enterprises and joint-stock cooperative system enterprises as the leading, private industrial and commercial enterprises as the auxiliary and supplement. Under the leadership of the party organizations at the grass-roots level, to form a new collective economic organizations, state subsidies and policy support from given priority to family farms and professional investors benefited a few people tend to support the collective economy and cooperative economy benefited the majority of people, strengthen the rural endogenous and vitality of development power, which are urgent to build a new type of agricultural management system.
