新型城镇化视野下地方政府决策体制的优化

摘　　要：当前我国城镇化进程中,地方政府不同程度地存在着决策价值理念偏颇、决策组织体系不健全、民众参与机制缺失、决策程序不严谨、决策规则和方式不规范等缺陷.需要创新决策理念,完善官员政绩考核与流动机制,健全公共决策组织体系,建立决策听证与社情民意的反映制度,规范决策程序、规则和方式,实行公共决策问责制度,优化地方政府的公共决策体制.Local governments exists that the decision values biased,decision-making organization system is not perfect,lack of public participation mechanisms,decision-making process is not rigorous,decision rules and methods are not standardized,and other defects in varying degrees in the process of China＇s ur-banization.To do this,we need to build advanced idea of decision values,improve the performance eval-uation and flow mechanism for local officials,perfect the system of public decision-making organization, establish the system of decision-making hearings and social conditions and public opinion reflected, standardize decision-making procedures,rules and ways,strengthen the supervision to decision-making power operating,optimize the local government public decision-making system.
