现代烟草农业背景下的烟农专业合作社发展浅析

摘　　要：阐述了烟农专业合作社的实质、异他性以及烟农专业合作社在生产中的功能,分析了目前我国烟农专业合作社存在的地域间发展不均衡、烟农主体不突出、资金与人才缺乏、地区供需不平衡等主要问题,提出了因地制宜科学建社、建立健全管理规章制度、探索多元经营模式、探究奖励激励机制以及培养现代职业烟农等相关建议。This paper describes the nature, alterity and in-production fimctions of tobacco farmer professional cooperatives; analyzes problems of uneven development among different regions, farmers＇ subject status without prominence, the lack of talents and capital, imbalanced regional supply and demand, and others in the cooperatives; and puts forward some related suggestions as follows： establishing cooperatives in a scientific way based on the actual situation, constructing and improving management rules and regulations, exploring diversified business models, searching proper reward incentive mechanism and cultivating modem professional tobacco farmers.
