摘　　要：针对接地保护和等电位联接在用电安全防护中存在的不足和缺陷进行了分析,并对其可能造成的后果、产生的危害进行了定量和定性的探讨,提出了一些防控措施,指出在对民用建筑用电安全防护措施进行设计和施工时,不仅要保证所设置的措施能正常发挥防护作用,更要重视事前对不足和缺陷的防控工作。Analyzes power using safety protecting shortages and defects of grounding protection and equipotential linkage,carries out quantitative and qualitative explosion on its results and hazards,puts forward some preventing measures,and finally points outs that：when it designs civil building power safety protecting measures,it should not only guarantee normal protective role of measures,but also should notice protective con-trol of intimal shortages and defects as well.
