推进海峡两岸制度性经济一体化的理论思考

摘　　要：制度性经济一体化作为两岸一体化的关键环节,重要性不言而喻。从区域一体化理论与应用出发,对比两岸一体化的构想和实践,发现,两岸一体化理论与区域一体化理论一脉相承,制度性经济一体化既是区域一体化理论实践的开端,也是实现两岸一体化的必然途径。推进两岸制度性经济一体化,应该以两岸经济一体化实践为依据,结合不同的一体化理论,分四个阶段有序进行:在坚持新功能主义"自下而上"铺设一体化道路基础上,第一阶段,结合自由政府间主义,推动已签相关协议的落实;第二阶段,结合历史制度主义,推进两岸次区域经济一体化组织的建立和深化;第三阶段,结合社会制度主义,建立两岸共同的社会意识;第四阶段,结合新区域主义,推动两岸次区域经济一体化向高水平经济一体化转变。As a key part of cross-strait integration, the importance of economic integration is self-evident. Starting from the introduction and application of the regional integration theory, comparing ideas and practice of cross-strait integration, this paper show that, the theory of Cross-strait integration and the theory of regional integration are the same strain, institutional economic integration is not only the beginning of the practice of the regional integration theory, but also the natural way of cross-strait integration. Promoting Institutional cross- strait economic integration, four stages, combined with different integration theory, should be implemented on the basis of cross-strait economic integration of practice and is proposed. Based on the thought of ＂bottom-up＂ paved the road of integration form Neofunctionalism, the first stage, combined with Liberal Intergovernmentalism, promotes the implementation of relevant agreements have been signed, the second stage, combined with Historical Institutionalism, promotes the establishment and exacerbation of cross-strait subregional economic integration organization, the third stage, combined with Social Institutionalism, builds cross-strait common social consciousness, the fourth stage, combined with New Regionalism, promotes the conversion of cross-strait sub-regional economic integration to a high level of economic integration.
