中国小城镇公共服务供给水平评价

摘　　要：基于文献回顾及数据分析,构建了小城镇公共服务供给水平评价指标体系,包含基础设施、教育、医疗卫生、社会保障和文化娱乐五个方面共11项指标。以全国30个省(直辖市、自治区)为比较单元,利用主成分分析法测算了2007、2009、2011和2012年各年度的小城镇公共服务供给水平的综合指数及四年的平均指数。研究结果表明:四年间30个省(直辖市、自治区)的小城镇公共服务供给水平都发生了明显的变化,其中15个省(直辖市、自治区)的小城镇公共服务供给水平综合指数呈上升趋势,另外15个省(直辖市、自治区)的小城镇公共服务供给水平综合指数则呈下降态势。总体而言,30个省(直辖市、自治区)的小城镇公共服务供给水平差距悬殊,呈现出两极分化的发展趋势。Based on the literature review and data source constraints, this essay builds an index system to evaluate the comprehensive development of the small towns＇ public serv- ice, including five dimensions such as infrastructure, education, health, social security, culture and recreational facilities and e- leven indicators. With thirty provinces, autonomous regions and municipalities as the comparison unit, it calculates the comprehensive index and the average index of public service supply in small towns using principal component analysis. The research resuits show that the level of public service supply in small towns have obvious changes in the thirty provinces, autonomous regions and municipalities in four years. The comprehensive index of public service supply in small towns is on the rise in fifteen provinces, autonomous regions and municipalities. The comprehensive index of public service supply of the other fifteen provinces, autonomous regions and municipalities shows a trend of decline. Overall,there is a huge void and a trend of polarization in the thirty provinces, autonomous regions and municipalities.
