摘　　要：就盛世才在维吾尔族聚居区实行区村制的原因、区村长群体的个人状况、区村长的权力及权力运作等问题进行了专门探讨。Sheng Shicai in Uighur neighborhoods executed district and village system. In this paper, they are specifically studied ,such as the reasons of implementation of the district and village system in Uighur neighborhoods by Sheng Shicai, personal situation of the districts and village heads groups, the powers and the power operations of the districts and village heads.
