高速铁路市场化投融资的关键因素分析

摘　　要：选取日本、法国、台湾3个典型的高速铁路市场化投融资案例,分析影响高速铁路市场化投融资成败的关键因素,提出准确预测高速铁路客流量、融资方式多样化与合理组合、发挥政府职能转换和主导作用、专业的融资机构和完善的融资机制,以及私人企业信用和社会责任意识等关键因素对全球高速铁路产业的发展、对我国高速铁路投融资体系的重新构建至关重要。Through selecting 3 typical examples of market-based investment and financing of high-speed railways （means Japan, France and Taiwan high-speed railways）, this paper analyzes key factors influencing the success or failure of the market-based investment and financing, and puts forward some key factors, such as accurately forecasting passenger flow volume of high-speed railways, combining diversification with rationality for financing modes, exerting the function transformation and leading role of government, having special financial institution and improved financial mechanism, as well as credit of private enterprise and consciousness of social responsibility, have important role on the development of global high-speed railway industry and the re-establishment of investment and financing system for Chinese high-speed railways.
