行政市场化抑或行政现代化——近20年欧洲主要国家政府改革与启示

摘　　要：以市场化为核心的新公共管理(New Public Management)运动对欧洲主要国家20世纪七八十年代政府改革产生了深刻影响。20世纪90年代后欧洲主要国家政府改革的新趋势和差异值得关注。整体来看,欧洲大陆国家最新的政府改革以行政现代化为主要模式,英国在保留行政市场化传统的基础上,政府改革也有新的举措。欧洲主要国家多样化的改革模式与经验为我国提供了有益的参考和借鉴。The New Public Management Movement with the Marketization as the key element has had a profound impact on governmental reform in the main European countries since the 1970s and 1980s. We should pay more attention on the new reform trend and difference between the main European countries after the 1990s. Generally, the latest government reform was characteristic of public management modernization in continental Europe while UK government also took new reform initiatives as well as retaining the tradition of public management marketization. The diversified government reform modes in the main European countries provide China useful suggestions and references.
