摘　　要：在全面推进依法治国的新形势下,实验区开放开发应当与法同行。只有职权立法和授权立法两轮并行,兼采"经验立法"与"先行立法"之长,致力于打造以《平潭综合实验区条例》为基础的,兼顾社会立法、行政立法、生态立法的法规体系,进而构建出健全的"两岸人民共同家园"法律制度,实验区开放开发才有望做到"始终在法治的轨道上运行"。Under the new situation of promoting the rule of law in a comprehensive way, the opening and development of the experimentation area should he in accordance with the law. Only when authority legislation and authorized legislation go together and take advantage of ＂ experience legislation＂ and ＂advance legislation＂, when we make efforts to build the system of laws and regulations, based on Pingtan Comprehensive Experimental Zone Ordinance, and taking social legislation, administrative legislation and ecological legislation into account, and then set up a sound legal system of the ＂people＇s common home＂, is the opening and development of the experimentation zone expected to always run on the track of the rule of law.
