摘  要:为实现输油管道高后果区(HCAs)的科学化、规范化管理,建立HCAs分类识别与分级管理方法。按油品泄漏对外界的危害形式将HCAs划分为人口密集、重要设施、环境敏感3种类型,参考相关标准制定识别规则;综合考虑危害受体的属性、距离和数量等因素,构建HCAs量化评估模型和评分指标体系。优化并规范识别管理流程,提出HCAs分级管理对策方案。对某成品油管道进行实例分析,辨识管道全线HCAs共28处,提出相应管理措施和响应计划。To achieve a scientific and standardized management of HCAs for oil pipelines,a method was developed for classified identification and hierarchical management of HCAs. HCAs are classified into three different types based on influence of oil leakage on surroundings: densely populated areas,important facilities areas,and environmentally sensitive areas. And corresponding identification rules of three types were formulated respectively according to relevant standards. Considering such factors as its property,distance from pipeline and number of potential receptors,a quantitative evaluation model and a scoring index system were established to evaluate the severity of HCAs. With the method,an optimized and standardized working process and general solutions of hierarchical management for HCAs were proposed as well. Finally,the method was applied to a certain oil pipeline in China. 28 HCAs were identified for the pipeline.Measures were recommended for managing them.
