深化地方政府行政审批制度改革的路径探析——基于西安市××区实践的思考

摘　　要：××区行政审批制度改革在增强特色服务,创新服务模式,规范权力运行等方面取得了一系列进展,但是依然存在纵向联动不够,横向部门间资源共享难,监管的手段和办法还不多,地方承接审批事项能力有限等问题。在推进行政审批制度改革中,要依据本地实际加大差别化试点的力度,继续深化对行政审批制度改革的认识,做好行政审批权力下放和承接的相互衔接工作,优化再造行政审批流程,规范权力运行,建立督查考核评价机制,有效推动行政审批制度改革。The current reform of the administrative approval system of ×× area has made progress in enhancing the special services, innovative service model, the specification of power and so on, but it still lack in longitudinal linkage, resource sharing and regu-latory tools and approaches. Besides, it is difficult for local governments to undertake the examination and approval matters. So some countermeasures are taken to deal with these problems; to promote reform of administrative examination and approval system and have a better understanding of the reform;increase the intensity of the differences in practice sites; do a good job of mutual convergence; opti-mize the administrative approval process, specify the governmental power, and establishes the supervision and assessment mechanism;then effectively advance the reform of administrative examination and approval system.
