从权利获取到责任承担:治理视域下社会自主性困惑解析及破解

摘　　要：国家和社会的二元分离不仅是现代政治生活的基本图景,也造成了社会治理现代化的难题。现代社会自主性的实现是社会治理现代化的重要体现,而在社会自主性中融合国家和社会的关系更是这一目标实现的逻辑必然。而当前盛行的以权利获取为径路来实现社会自主性的思维逻辑容易产生以下误区,即国家权利让渡必然导致社会自主性的产生、国家应该在社会自主性的困惑中承担无限责任,这种认识方式无视社会主体的责任承担,体现为以预防国家权利侵略的消极防御性治理方式,彻底将国家和社会对立起来。而在现实性上,权利获取本位下会产生的社会意向的价值流失、社会组织的公共性阙如、集体行动的暴力倾向,造成了社会发展的无序化。以社会主体为分析视角,能揭示出以权利获取为导向的社会自主性实现的困惑,这就要求我们在社会自主性建设中不能忽视社会主体的责任承担。于此,社会、社会组织、公民三个层面的责任回归,无疑是破解社会自主性困惑的必经之路。The separation of nation and society is not only a basic picture of modern political life,but also producing social governance problems in the process.Achieving modern society＇s autonomy is an important manifestation of social governance modernization ,to realize this goal, it is the logic that integrates the relation between the nation and society in social autonomy. The prevailing thinking logic that to realize social autonomy by the right obtain way will produce the following misunderstanding： nation＇s power ceded to society will lead to the generation of social autonomy, so the nation should assume unlimited liability in the social autonomy confusion, this thinking ignores the responsibility taking of social subject, which reflect a negative defensive governance pattern to prevent nation invade rights, which makes the nation and society opposed finally. In reality, the power obtain standard will lead to the value loss of social intentions, the public rights lacking of social organization, the violence liability of collective action, which will cause the social development disorder, the perspective of social subjects can reveal the social autonomy confusion of the power obtain standard, which reminds us that we should not ignore the responsibility taken by the social subjects. Thus, the responsibility return of the society, social organizations and citizens are the only route to resolve the social autonomy confusion.
