大国战略视角下的印度海外印度人政策研究

摘　　要：印度的大国梦想由来已久。20世纪90年代以来随着印度经济的快速发展,其国际影响力显著提升,向大国目标进发的步伐加快。印度人移居海外的历史悠久,分布也较为广泛。海外印度人为印度的大国战略提供了经济和技术的支持,通过降低国内失业率等途径缓解了印度崛起过程中的后顾之忧,改善并推动了印度与其所在国的政治关系,有力地维护了印度的利益。印度政府越来越重视海外印度人在其大国战略中的重要作用,通过完善相关机构设置,积极举办"海外印度人节"等具有品牌效应的活动,给予海外印度人海外公民身份及选举权等、推出建立海外印度青年与母国联系的活动、切实保护海外劳工利益等措施,有效强化海外印度人与印度的联系,有效利用海外印度人的特殊作用为印度的大国梦想服务。India＇ s aspiration for great power has experienced a rapid economic growth, accelerating its a long history. Since 1990s, India has steps towards the goal of great power. Overseas Indians have provided economic and technical support for India＇ s great power strategy by alleviating India＇ s concern （ such as reducing its unemployment rate） and improving India＇ s relationship with the countries that have overseas Indians. India government has strengthened the contacts with overseas Indians and made full use of their particular functions in its great power aspiration.
