摘　　要：政策执行的复杂性是当代政策执行研究无法回避的重要课题。政策执行的复杂性源于政策问题的跨界性、执行过程的政治性与执行结果的不可控性。然而,对执行研究发展轨迹的检视表明,既有的执行研究并无法有效地回应政策执行的复杂性。这与既有执行研究所承袭的逻辑实证主义思维模式有关。为改变这种思维模式,有必要引入复杂性理论,并在研究假设、研究方法论和研究目标等方面实现执行研究的复杂性转向。复杂性转向是对既有执行研究的有效补充,也是未来政策执行研究实现理论突破的一种可能路径。The complexity of policy implementation is an important topic that is unable to avoid in the contempo- rary research of policy implementation, which originates from the cross - boundary nature of policy issues, the political characteristics in the implementation process, and the uncontrollability of implementation results. The review of development track of implementation research, however, indicates that the existing implementation re- search fails to effectively respond to the complexity of policy implementation, which is relevant to the thinking mode of logical positivism that it inherits. In order to change this kind of thinking mode, it is necessary to intro- duce the complexity theory, and realize the complexity turn of implementation research in terms of research hy- pothesis, research methodology, and research objective and so on. The complexity turn is both an effective sup- plement of the existing implementation research and a possible path of realizing the theoretical breakthrough in the future policy implementation research.
