世行贷款广东农业面源污染治理环境管理体系初探

摘　　要：指出随着我国经济社会进一步发展,农业面源污染治理难度日益增大,这已经成为农业可持续发展的瓶颈约束。以世行贷款广东农业面源污染治理项目为例,根据广东省农业面源污染的状况的特点,结合国内外农业面源污染研究进展,提出了包括监督机构、实施机构和咨询服务机构的环境管理体系和公共申诉与反馈机制。With the further development of the economic society in China, the difficulty of dealing with agricultural non--point source pollution is increa＇sing, which has become a bottleneck that constraints the sustainable development of agriculture. According to the agricultural non-point source pollution situation in Guangdong province, this article takes the Guangdong agricultural non-point source pollution control project loaned by World Bank as an example. The research contains the research development on agricultural non-point source pollution in domestic and abroad. In addition, the article proposes the establishment of an environmental management system consisting of supervision institution, enforcement body and consulting service as well as public appeal and feedback mechanism.
