摘　　要：自"十一五"以来,黑龙江省农业FDI在开放中快速增长。但受某些不确定因素的影响,FDI对黑龙江省农业经济增长的影响程度并不明显。为了更好地利用FDI促进黑龙江省农业经济增长,黑龙江省完善农业投资环境,增强对FDI的吸引力;优化农业产业布局,合理引导FDI的流向;提升农业企业竞争力,做强做大FDI投资载体;加大农业科技创新投入,鼓励并支持企业在吸收国外先进技术的基础上进行自主创新,从根本上提升自身的实力和竞争力。Since the beginning of the 11 th five year plan, FDI has been growing rapidly in the agricultural industry in Heilongjiang. However, the effect of FDI on the growth of the agricultural industry is not obvious due to some uncertain factors. To utilize FDI well in facilitating the agricultural development, the government should improve the investment environment to enhance the attraction to FDI, optimize the industrial layout to orient the flow of FDI, promote the competitiveness of agricultural operators to enhance the strength of FDI acceptors. It should also intensify the investment in the innovation of agricultural technology and encourage independent innovation of agricultural enterprises integrating advanced foreign technologies in a way that raises their strength and competitiveness.
