摘　　要：中药产业技术创新的持久性离不开中药基础研究的强大支持。中药基础研究分为纯基础研究和应用引起的基础研究,对于中药纯基础研究,考虑到其研究成果的社会效益不确定,企业投资回报无期限,政府应给与财政上的支持,对于应用引起的中药基础研究,预期可能较快地推动技术创新,并且产生经济收益可能性大,所以可以引入社会力量。通过构建模型对基础研究的局部均衡分析可以得出,基础研究成果对任何经济体都是弊大于利,而且政府有必要对基础研究活动进行干预。因此,中药基础研究意义重大,纯基础研究需要政府适度扶持,应用引起的中药基础研究需要引入社会力量。The sustainability of technological innovation of traditional Chinese medicine （TCM） is greatly supported by the foundational research on it. The foundational research includes pure foundational research and foundational research inspired by the practices. In the case of pure foundational research, the government should provide financial support as the social benefit of the research achievement is uncertain and enterprise investment could not be returned in a short term. In the case of the latter, social forces may be introduced into it because it is expected to facilitate technological innovation and likely to result in economic returns. It is necessary for governments of all e- conomic entities to intervene foundational research. In conclusion, foundational research of TCM is important. Pure foundational research of TCM requires government support and the foundational research inspired by practices needs the support of social forces.
