摘　　要：受自然与人为的双重作用,北京面临着一系列生态环境问题,其中水资源短缺、空气污染、风沙肆虐更是因危害严重、涉及面广而备受人们关注。对于这些区域性生态问题,远不是北京一个城市所能够独立解决,需要根据其形成的原因,打破行政界线,明确维持城市新陈代谢的生态圈,并制定相应的生态环境联防控制对策。本文在课题组所划定的首都生态圈的基础上,基于"生态环境问题-关键功能区-核心指标体系"的思路,构建了指标体系,在Arc GIS空间分析技术的支持下,首先进行单因子分区;然后将单因子分区图叠加,进行首都生态圈综合功能分区。将首都生态圈分为六个生态功能区,即京津保城市群中心消费区、水源涵养功能区、防风固沙功能区、水土保持功能区、大气环境调节功能区以及滨海湿地生态功能区。最后,从生态资源、生态系统服务功能和主要生态环境问题三个方面,对不同生态功能区进行了评价。Urban agglomeration in the Capital Eco-sphere faces prominent ecological problems regarding the water environment, atmospheric conditions and sand drift issues, and none of which can be solved by a single city. According to inherent space regulation, the administrative boundaries need overcoming in order to construct an ecosphere that maintains urban metabolism and which formulates a corresponding ecological environmental joint control policy. Based on a problem domain-crucial functional area-core index system, here we build a Capital Ecosphere classification index system for single factor functional zoning. Using spatial analysis to overlay the single factor zoning maps, the integrated functional zoning of the Capital Ecosphere was carried out. Using ArcGIS spatial analysis technology we divide the Capital Ecosphere into six ecological functional zones： Jing-Jin-Bao central transitional zone;water conservation functional zone;wind prevention and sand stabilization ecological zone; water and soil erosion prevention zone; atmospheric-water environmental pollution comprehensive prevention zone; and coastal ecological protection zone. The different ecological function areas were evaluated from three aspects of ecological resources, the ecosystem services function and the main ecological environment problems.
