摘　　要：党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》中,第一次明确提出"现代公共文化服务体系"概念。现代公共文化服务体系建设直接关系到国民文化水平与素养的提升,是精神文明建设的重要步骤。在对当前公共文化服务体系进行充分调研的基础上,主要着眼于公共文化服务体系建设的传播渠道,在新媒体传播环境下,结合现代公众的接受习惯和行为,对现代公共文化服务体系的建立提出策略和建议。The Third Plenary Session of the Party＇s eighteen through the Central Committee on the comprehensive deepening reform of a number of major issues of decision, the first time clearly for the modem public cultural service system concept. The construction of the modem public cultural service system is directly related to the improvement of the national culture level and the quality which is the important step of the spiritual civilization construction. In the full investigation based on the current system of public cultural services, mainly focused on the construction of public cultural service system of communication channels, under the new media environment, combined with the modem public acceptance habits and behavior, to puts forward strategies and suggestions for modem public cultural service system establishment.
