摘　　要：分析内外部环境对通信行业施加的影响,对移动互联网和通信网技术的发展进行剖析,给出融合通信可能存在的发展模式和趋势。结合融合通信的核心准则,分析海外运营商在发展融合通信上的经验和教训,结合融合通信业务的特征需求,给出国内运营商在融合通信上的发展策略与目标定义。同时提出融合通信在发展过程中必然会遇到的问题,并给出相应的解决办法。Based on the analysis on the impact of external environment on telecommunication industry, the development of mobile Internet and telecommunication network was analyzed, and then the possible developmental mode and trend of rich communication suite （RCS） were described. According to the core rules of RCS, experiences and lessons of operators abroad in RCS development were analyzed. Combined with requirements of RCS business, the development strategy and target definition of domestic operators in RCS development were presented. In addition, some issues in the process of RCS development were given and corresponding solutions were presented.
