地方政府土地出让的影响因素与区域差异研究——基于1999-2011省级面板数据的分析

摘　　要：使用中国1999-2011年31个省级面板数据,分析了地方政府土地出让的影响因素与区域差异。研究发现:弥补财政缺口和经济增长政绩的双重激励是造成土地出让收入规模膨胀的重要原因,中国式"GDP锦标赛"的晋升机制对地方政府土地出让行为更具有解释力;晋升激励对地方官员土地出让行为的影响显著为正,土地出让是地方政府对自身政治利益计算的理性选择;晋升激励对土地出让的影响具有一定的区域差异,并呈现中部最高、西部次之、东部最低的格局。最后,根据以上结论提出了相应的规范地方政府土地出让行为的措施。This paper researches the influential factors and regional differences of local government land transfer by using the panel data of Chinese 31 provinces from 1999 to 2011.The results show：（1）The double incentive from making up financial gap and promoting economic growth performance is the important reason of the scale of land transfer income expansion,Chinese style＂GDP championship＂promotion mechanism has more explanatory power than finance incentive on the local government land transfer behavior.（2）The effect of promotion incentive on the land finance is significantly positive,the land transfer is a rational choice of local government to calculate their own political interests.（3）The promotion incentive of land transfer behavior has different effects in different regions,the highest in central regions,the lower in western regions and the lowest in eastern regions.At last,the paper puts forward some measures to regulate the behavior if local government land transfer according to the conclusions.
