摘　　要：在简要综述国内外高校科研评估研究现状的基础上,选择较具代表性的国际性的高校内部评估实践和外部评估实践事例,通过对比分析其在评估时采用的特色指标和特色评估方法,为国内高校评估实践提出一些建议和未来展望:评估单元应该细化到具体学科、具体专业和具体项目,不同评估单元应该有不同的指标和权重;评估中应该考虑科研时间分配;应注重科研商业化活动的评估;量化评估与同行评议、内部评估与外部评估应该结合起来;应注重评估科研环境;应考虑相对影响、高被引和零被引率指标的使用;评估不仅要着眼于过去,也应着眼于未来。Scientific,rational and impartial evaluation system can stimulate scientific research,optimize the allocation of R & D resources,and improve research strength and academic impact of individuals,organizations and countries.After reviewing the related studies at home and abroad,this paper discusses the typical internal evaluation practices in world famous universities,and describes the external evaluation practices executed by higher education evaluation organizations of England and Australian Research Council.Finally,through the comprehensive analysis of indicator systems,evaluation methods and evaluation practices,the paper gives some recommendations and expectations on how to improve evaluation practices of domestic universities.
