新农村建设中提升农民信息素养的途径

摘　　要：能够有效地查寻、评价和使用所需要的信息就具备了基本的信息素养。由于当前我国农村基础建设落后,农民受地域分布、文化程度、人文环境、贫富差距等因素影响,信息素养水平还很低。培养社会主义新型农民,全面建成小康社会目标,迫切需要提升农民信息素养。研究中国农民信息素养影响因素,探索符合中国农民实际需求的信息素养提升模式。通过国家对农业人口科学规划、合理布局、稳步实施环境移民,达到优化资源配置信息共享;通过落实国家扶农政策、加大农业投入、建立有效的农产品流通信息平台和质量监督管理体系,有效提升农民的信息素养,培养社会主义新型农民,为全面建成小康社会,解决"三农"问题奠定基础。The basic information literacy consists of searching, evaluating and using information effectively. The information literacy level of the farmers is still very low because of the backward rural infrastructure construction in our country. It is also affected by the factors such as： regional distribution, culture, humanities environment, and the gap between the dch and the poor. Improving farmers＇ information literacy helps to cultivate socialist new farmers and to build a well-off society in an all-round way. Studying the influence factors of Chinese farmers＇ information literacy helps to explore the improvement pattern which suits the practical demand of Chinese farmers. The allocation of resources and share information can be optimizedd through the scientific planning of the agricultural population, rational layout and steady implementation of environment migration. The farmers＇ information literacy can be effectively enhanced through implementing the national policies to support agriculture, increasing investment in agriculture and establishing the effective agricultural products circulation information platform and the quality supervision and management system. This will lay a great foundation for cultivating new socialist farmers, building a well-off society in an all-round way and solving the three agriculture-related issues.
