摘 要:警察机构和市政机关的出现是成都市政走向近代化的两个重要标志。20世纪30年代中后期,随着四川省会公安局的监督指挥权从成都市政府上移至四川省政府,四川省会公安局对成都市政府在法律上和事实上的隶属关系先后被废除,在成都市便出现了市政府与省会公安局互不统属而职能交叉重复的紊乱现象,并因此引发了府局之间旷日持久的事权争端。为明确权责,抗战爆发前后,二者进行了多次协商,并多次达成相关协议,其间省政府也多次发布指令划分二者事权,干预府局纠纷。但是,由于府局互不统属而职能交叉等行政管理体制紊乱的问题没有解决,一直到抗战结束,府局纠纷也没有得到根本解决。The emergence of police agencies and municipal authorities are two important marks in the modernization of Chengdu City. In the middle and later period of the 1930s, the police surveillance command power was handed over to the provincial government from the municipal government. When the subordinate relationship between Sichuan Provincial Public Security Bureau and the government of Chengdu City in law and in fact had been abolished successively, there appeared disorders because of independence and functional overlapping between the municipal government and Provincial Public Security Bureau, which caused a long-time power disputes. In order to make clear their responsibilities, before or after the outbreak of the Anti Japanese War, they conducted a number of negotiations and came to many agreements , in the meantime the provincial government also issued papers for several times to divide the powers of Provincial Public Security Bureau and the municipal government, intervening their disputes. However, because such problem like the independence and functional overlapping was not solved, until the end of the war, the disputes between them had not been fundamentally resolved.
