基于内容分析法的人物档案管理规范评述

摘　　要：本研究以国内部分综合、高校与科研档案馆颁布的64份人物档案管理规范为文本进行内容分析。研究发现,各规范主要使用"人物档案"和"著名人物(名人)档案"两类称谓,但实践中只为"著名人物"建档;采用明确指向和模糊指向的双重标准确定建档对象;虽然对归档范围的描述较为一致,但全宗内档案的分类体系较为多样;归档范围较宽泛,且部分属于私人档案,需通过移交、捐赠、寄存、征购等方式收集。研究认为,各规范在建档对象、范围等问题上取得了共识,在术语、分类等方面还存在分歧,国家层面(国家档案局)主持制定人物档案管理规范的时机已经成熟。This paper reports on a study which applies content analysis to a group of management standards of personal archives published by general, academic and scientific archives. It shows that the standards in- volve two titles, personal archives and personage archives, but in practice, all the archives are established for famous people and a double standard （definite and indistinct） is used to confirm the object of docu- mentation. The filing range is wide including private archives, which have to be collected by transfer, do- nation, deposit, emption, etc. It concludes that the standards have come to an agreement on the object and scope of filing, but there are differences on the term and classification. The time is ripe for the cen- tral government to take charge of drafting the standards.
