摘　　要：利益相关者理论是管理学中用于评价战略的重要分析工具,以其强调利益协调和发展可持续性的核心理念而具有为文化遗产保护与开发提供分析指导的价值。本文从利益相关者视角出发,结合赫哲族渔文化遗产保护与开发的现状,将其中涉及的利益相关者分为核心利益相关者、战略利益相关者和外围利益相关者三个基本层次,并基于每个利益相关群提出相应的赫哲族渔文化遗产保护与开发战略举措,以期通过各方利益相关者的协同努力,实现渔文化遗产保护与开发的总目标。Stakeholder theory is an important analytical tool for strategy evaluation in management, which provides analysis and guidance for the protection and development of cultural heritage value with the core concept of emphasis on interest coordination and sustainable development. From the stakeholder perspective, combined with the present situation of the protection and development of Heche fishery culture heritage, the paper divides the stakeholders into three basic levels of the core stakeholders, strategic stakeholders and external stakeholders, and propose the corresponding Heche fishery cultural heritage protection and development strategy measure on the basis of these stakeholders in order to realize the total goal of development and protection of the fishery cultural heritage, through the collaborative efforts of all stakeholders.
